The PayPal shopping cart feature is a standard feature with a PayPal account, and everything is administered through their site having to do with payments and what product it is. So, they basically take care of everythign from the time a visitor clicks "Add to Cart" through payment. I don't believe it integrates with Dreamweaver as a module, it simply provides you with a URL to use for each item so PayPal knows what item in your store was clicked.
Basically you will build your cart's interface, get the links from PayPal, and they do the rest. I'm not sure if you can use Agora with paypal like this or not, but if you are able to swap out what URL it uses to add to cart, then you can use Paypal. this very well may be just what you are wanting through agora to begin with, but again I'm not 100% sure about it.
