I'm a web publisher just getting off the ground. Can I avoid paying for more than I need to and still get the prepay discount? Say, prepaying 12 months on the basic plan, then as I add sites, switching to the more substantial packages?

That is correct. As you need more space or to add accounts you can just upgrade to the next package, only paying the difference of what you owe.
